1. Range Check

A Value is ok if
"lower range" <= Value <= "upper range"
If the Value is out of this range, it is set to "Measurement Error / Missing" Value.

2. Clipping

if a Value < "lower clip" then this particular value is set to 
Value = lower Clip 
e.g. to set a shortwave radiation of -1.3 Wm-2 during night (instrument offset) back to 0.

if a Value > "upper clip" then this particular value is set to 
Value = upper clip 
e.g. to set a relative humidity of 105% back to 100%.

The range check is done before clipping.
